Having seen one or two Adam Curtis documentaries it's plain as day that this came about as an unintentional result of well meaning politicians seeking to increase personal empowerment of the masses
Anyone who thought they were taking part in a conspiracy wasn't part of an actual conspiracy and nothing worked out as they intended
