i think i spotted the fundamental difference: one image is of a ritual expression of the dominance of an armoured military dictatorship over its subjects/citizenry who will ultimately be blamed for the actions of the very leaders who would dominate them, a dictatorship that utilises mass propaganda and deliberately corrupted water supplies to coerce it's subjects/citizens - coerced and oppressed individuals whose leader's actions will likely bring an end to their nation in the name of a new world order of global peace, and the other looks like an awful lot like a nuremberg rally

This is too easy.

In the bottom picture one of the men is grabbing at the thighs of a passing sacred Aryan woman whose life as a Reich propagandist has been nothing but one self proclaimed trauma after another.
